safe mode problem

I have changed msconfig to boot up in safe mode but when the screen comes up with the options it just returns me back to the same screen again and again - every option does the same. I can F8 and i get a few more options but again can not get into safe mode or even load windows normally help

You need to run CHKDSK /R from Recovery Console, will need an XP CD:
