Retrofit Dell XPS desktop power doesnt go off

Specs: Windows 7
Im havin a DELL XPS 630i system. The original configuration was
quad core processor, 4gb ram, 2x 512 nividia graphics cards, 500gb hard

after sometime I connected the pc to a UPS and i noticed that the PC casing had some power.. i didnt care much abt it...and later on the system didnt turn on when i pressed the power button... so i turned off the UPS and when i turn it back on, the PC wud also turn on with it..
and after sometime the pc dindnt turn on at all.. i took it to a store and found the graphics cards n power supply faulty so i changed it... (apparently, they replaced the RAM also.. im not sure)
the PC worked fine for two days and now the problem is that the pc power wudnt go off at all.. as soon as i turn on the switch at the back of the power supply, the pc gets power on... and when i press the power button, windows loads up n works fine... and it shuts down fine, but the power stays on everywhere..

It's on standby?

its not on standby.. windows 7 shuts down. the screen goes off. but the leds stay on. fans rotate. the only way to turn off is to switch off the PSU switch at the back.
