Restarts on windows loading screen

Specs: Windows XP
I have a computer that I'm pretty sure the RAM is bad. The computer has 1 256 MB stick in it. When the computer starts up it says 32 MB system memory unless I go into setup then it says 256 MB.

The computer restarts every time on the windows loading screen and will restart when trying to enter Safe mode as well. I reset CMOS. I did a Memtest86 and it said "Unexpected interrup - Halting CPU0".

So is this a RAM problem? just to make sure before I buy a new RAM stick.

wouldnt be so sure its ram. before you buy one check the motherboard for any possible blown capacitors, youll know em if you see em, theyll bulge at the end. Just in case your not familiar the capacitors are the little black tubes soldered to the motherboard.
could still be ram but id check there just in case.
