Replaced laptop mobo now HDD not recognized

Specs: Windows XP Professional
Laptop was not getting any power whatsoever. I purchased a new motherboard (same model) and installed it. I now get power, but it will not read the hard drive. It is an IDE hard drive with the adapter. I booted up in the BIOS and put the CD as the first boot and then the hard drive. It has a plus sign next to hard drive and I can see the name of it. I save and restart. It never boots to the CD and then screen says 'error loading operating system'. I can press the button on the CD to remove the CD, but it does not load up.
