Removed External HD Re-appears

CPU/Ram: 3.0GHz Pentium 4, 1GB RAM
Product: Compaq HP

I use "Safely Remove Hardware" so that I can power off my external hard drive. However, after the drive disappears from the list, if I don't turn the hard drive off within a few seconds, it re-mounts itself and appears back on the list.

Why does this happen? What can I do to prevent my external hard drive from re-appearing?

Just for the fun of it, I invoked the Safely Remove Hardware for my external HD without unplugging it afterward. I waited 1 hour. It still hasn't remount itself. Conclusion: Are you running some utility that constantly rescan your hardware?

Bob: No, I leave it plugged in when I turn it off for when I next need to use it.
