Reload OS on Handheld

How hard would it be to erase everything on one of those $20 phone book/note organizer hand-held electronic devices and reload it with my own operating system/programs/functions?
Basically, I don't like any of them that are out there. I just want something that has a calendar, a note taking program (one of my own design), and maybe a calculator.
What operating systems do these things use? Do they just use Java? If so, could I load java applications onto one?
How hard would it be to load a version basic Linux on it?

So far as I know, they all use a "rom" (READ ONLY MEMORY) for the op system, so you'd have to get an identical "emty" rom and burn your own program. I'd say if you are asking this question, you can't do it.
I know of no one doing this, but I'm sure somewhere, someplace. . .. . . ..
