what is the difference bewtween refresh rate and frame rate. actually i no what frame rate is but im confused about refresh rate. can someone explain

and can the refresh rate of my monitor be slowing my games' FPS down? and how can i check my refresh rate?

i went to the monitor settings inthe properties and its set on 70 and the "dont show what i cant use" thing is checked. is 70 good or bad?
