How do I reformat a secondary SATA HD using my PC and the computer management tool? I know how to use the tool but how do I connect a second SATA HD so my PC will see it as a secondary storage device? With an IDE HD I would attach it as a slave, but SATA HD has no jumpers so how/where is it connected to the mainboard? Do I simply plug it in to any available SATA port on the mainboard?

You do, indeed, just plug it into any free SATA port. There is no primary/secondary distinction with SATA drives.

Just plug it into a SATA port. And if all you plan on doing is formatting, you don't even have to use Disk Management. Just open My Computer, right click on the drive & select Format.
