Reformat a Dell Dimension B110

Specs: Windows XP Home Edition
Does anyone know how to first reformat a Dell Dimension B110, and then where to go for instructions on how to restore my OS back to its original factory settings? This system came with no cd's of any kind, and my warranty has run out, so the Dell folks said they'd be happy to fix it for $300 over the phone. They also said all the instructions were available from Microsoft, right on their website. I found the instructions but they included using the Windows XP Recovery cd. Well, there isn't one. Anyone have any ideas? I want to completely reformat, the pc is riddled with viruses. We don't care about saving any of the data, just about getting it to run as it once did.

I'm not sure if that has a restore partition. But if it does you should be able to boot from it by hitting the 2 keys CTRL and F11 before the OS starts to load. Probably best to hold down CTRL and tap F11 until you get some kind of response:

If it doesn't have a restore partition you should be able to order the restore disks:
