Recover data from short-circuited external HD

Specs: Windows 7
The power plug for my external hard drive and modem are identical except for about a millimeter of diameter. It seems that I tried plugging in my modem's jack into my router instead of the correct one. I saw one small spark, and now the external hard drive won't turn on when plugged in with the correct cable and connected to PC.

Is it possible to recover the data or fix this issue?

If the is a hard disk with a USB interface then you have probably destroyed the USB interface and the hard disk should be fine. All you need is another USB hard disk enclosure and you should be able to carry on using the hard dsik, They are not very expensive.
