Right click on an empty part of your screen and choose view. Now check to align to grid instead of auto arrange. Click on the listing once to change it from enabled to NOT enabled. Now you can pull the icons around as desired. You must vacate a position before trying to fill it. Just move the icons out in the middle somewhere temporarily.

Oops - there were no responses when I was making this post

RIGHT click on a blank part of the Vista or Windows 7 main desktop screen.
Select View.
Click on the checkmark before Auto arrange to remove the checkmark.

The icons will then stay wherever you move them to on the desktop screen

You can disable Align to grid too the same way but usually that's not necessary.
