This question is different for Vista than for other Windows operating systems.
For that reason you need to post in the Vista forum. I am not versed in Vista. I do think Vista has some limited ability to manipulate partition sizes.
Normally the unallocated space must be allocated by partitioning and formatting. Then you may be able to merge it with another partition.

As stated by prievious post, partition must be created before it can be merged. That said, in Vista it must come after the Vista partition to be able to be merged, if before the Vista partition it won't work. In that case a third party partition manager is required, like Acronis Disk Director or GParted.
