Today I came across a PC that someone had dumped beside the trash. Initially I thought it was just a case but it was a very nice package: PSU, Motherboard & Floppy. The only essential parts missing are the RAM & Hard drive. I have already tried the PSU and it’s fine. Now the question is assuming that I get hold of a compatible RAM, can I test the M/B & CPU without a hard drive (for example with a DOS disk)?

You can. Just disable the hard disk in the bios so it doesn't waste time looking for something that isn't there and make sure the floppy is the first boot device.
You didn't mention a video card. You will need one of them as well.
