Random Startup

My father has a Athlon 1800 cpu with a Iwill mobo, 512mb ram. The other day the comp would not start up after I swapped CD drives. No Fans, no lights, no beeps, nothing. I checked the connections everything was plugged in. Later I tried it again and it started up fine. I restared 3 times, no problem. 2 hours later it was dead again. Now it will sometimes turn on, but there seems to be no pattern. I switched from the 300w ps to a 400w ps, same thing. I tried 3 different power cables, and switched cases to check the power button. Same thing. I thought it might be heat, but even if it is sitting for a while it doesnt start up. It seems completely random, any advice?
