Random Computer Lockups

My friend's computer is having issues where the computer locks up for a few seconds every couple of minutes. I checked Event Viewer, and I found many occurances of the following error:

The device, \Device\IDEPort1, not ready for access yet

This also occured for the CDROM drive and the other hard drive, but less frequently.

I also checked the bios for cpu temp and voltage measurements and I found the cpu temp was very high(~80C). The autoshut-off was set for 95C, but it has never shut off according to him. The voltage measurements were

3.3 V --> 3.16V
5V --> 4.89V
12V --> 11.84V

The power supply is a generic 300W power supply, so that could be an issue. As for the cpu, we had a heat issue in the past and I tried to fix it by adding a case fan, getting a new cpu fan, and cleaning and reapplying thermal paste to the cpu. This brought the temperatures down to the mid 50s back then, but its now back to 80C after a few months. I checked the connections for the hard drives and cdrom drives, they seem good. Any suggestions as of what this might be? I'd rather not buy a new cpu, power supply, and mobo to find out it was something small.

Have you cleaned out the case lately? A little dust can cause a lot of trouble. Looks like it is getting too hot and that would cause the lockups. Might try testing the memory by going to Memtest86.com and let the test run for a couple of hours so you get a few passes through all the tests. Is it an error you get? Looks like you might try a new IDE cable. If it states your IDE is not ready, it could be either the cable or the HD itself. You said it occured on the CD- ROM as well. Is that CD-ROM on the same channel as the HD? Might try new cables.
