RAM Reading Problems

OS: Windows 98 SE
CPU/Ram: 1667/512

This isnt as much a problem as an....oddity. When I go into BIOS it reads my RAM as 512 MB ok fine. When I go into device manager it tells me I have 511 MB of RAM well ok I guess Windows is just reading it incorrectly no harm done. Then I go into direct X or another 3rd party program and bang 510 MB of RAM read. This is just starting to get weird, I check all three again, same deal. So what is up with this?

Our we getting a bit XXXX over 1 MB?
And you what, if you run the mem command in DOS you probably get 524,288 kb.

Windows is probably only reporting extended memory, which is above 1 meg.

1st Meg = 640k conventional + 384k ROM/EMS

The first 64k after the first megabyte is also special (high memory area, I believe), and this may be why some programs only report 510 Meg.
