I just bought new RAM to upgrade my computer to 256 MB of memory. When turned on, my computer started to smell of somehting burning. I immediately turned my computer off and found out that one of the teeth of my RAM sticks had burned. Now my computer turns on, but nothing happens. Do I need to get a new Motherboard, CPU, etc?

It's nothing to do with your Bus speed!
You've either bought a weak RAM module, or it's off the wrong voltage. If the voltage of the current RAM is higher than that of the new RAM...the new stick will burn. Most memory modules run at 3.3volts. Although some can run at 5v. If your old sticks on 5v, and the new runs at 3.3v, then you've wrecked the new stick.
