RAM and CPU not working right. HELP

My Computer has a 2.5Ghz quad core phenom, 4GB
(3.25 recognized) and it runs really slow, i
cant seem to figure out what the problem is. I
reinstalled windows, and installed all needed
drivers but still slow. any ideas?
