Radeon making a buzzing sound ?

Specs: Windows XP
Hi i have a radeon 2600HD AGP 1GB only just installed it and everything was looking good untill i installed the drivers for my card, Now the drivers are installed i have the problem that when ever i click the mouse, load a internet page or just move the window about on my desktop it makes a buzzing sound i did uninstall the drivers to see if it was doin the same thing without the drivers but no it wasnt so then i thought id give vista ago, and it worked fine with vista as a desktop computer but it wouldnt load any games, so i went back to xp and tryed again but i still have the same problem i know my psu is ment to be 400watt or higher but at the moment i only have a 350watt i have 2x512ram an amd 64 dual core 3800+ socket 939. Take it back & get something decent. There's no need for 1GB on an AGP card such as that. They only do it to sucker people in because "more is better", right? And I'd bet it's GDDR2 rather than GDDR3.

I think there is something wrong with the Fan Of your Video card. Try to get it check to where you have bought it before the warranty expires.
