Radeon hd 4850 wont show image/boot

Specs: Windows XP, q9400 , 2gb ddr2
I just bought a new processor for my a computer a q9400 quad core and a new mobo to go with it(Biostars G41-M7). the computer turns on when i have no video card in it work perfectly but when i put my video card in(radeon hd 4850) it sounds like it goes on all the fans spin but not as powerful as it would when its not in (or doesn't seem to boot up all the way), my computer screen also has no signal but the video card fan goes on as well showing that there is power going to it. i don't think its the video card because prior to putting it on my new mobo it worked perfectly fine with my old mobo and processor. i think it may be my psu its only 500w(ultra ls 500w) i just wanted to double check before i went out and spend money on a new psu. someone please help me. thanks

The link u provide it's not working. Just check psu label for amps it's look like this

25A|25A| 30A |

for multiple +12v rail u will see +12v1 & +12v2 etc. post the amps on both rails.

remove graphic card, then use onboard video to go to bios then disable onboard video or set initial display to pci-e.

i also hooked up just my video card to my other computers psu and turned them on and it sounded like the computer boot up all the way. fans were at full speed as it would work with out the video card in, i didnt hook it up to my screen..stupid me so i dont know if it displays so i will go check that out.
