Which OS are you running & which version of the Catalyst driver are you trying to install? I don't think AMD/ATI put out any Vista drivers for the Radeon 9250.

No mentions 9250 latest catalyst release notes

Found on the web:

"If you are looking for ATI Radeon 9250 Windows Vista driver, you are out of luck because ATI is not going to supply any drivers for the 9250 cards.
The facts:

From Catalyst 6.6 and up ATI removed driver-level support for the following series of cards (including Mobility models): 7000, 7200, 7500, 8500, 9000, 9200, 9250.

These are from ATI support: Vista requires video cards to provide hardware acceleration for DirectX 9.0 (Radeon 9500 and higher). Your product only provides this support for DirectX 8.1, hence it we are unable to provide Vista drivers for the same.

"Windows Vista Aero effect is not supported by ATI Radeon 9250, but other basic functions may work as good as in Windows XP, even some games too."

"Product series supported:
a.. Radeon? 9500, 9550, 9600, 9650, 9700, 9800, X300, X600, X700, X800,
X850 series
b.. Radeon? X1300, X1600, X1800, X1900 series
c.. MobilityT Radeon? 9550, 9600, 9700, 9800, X300, X600, X700, X800
d.. MobilityT Radeon? X1300, X1400, X1600, X1800 series
e.. CrossFireT Xpress 3200 series
f.. Radeon? Xpress 200, 200M series "

"I setup Vista and it appeared to load 9200U drivers by Microsoft. Graphics were good but there was no direct3D support. I was unable to find any Vista drivers for the card."

no drivers here:

Catalyst 6.1 download - doesn't mention vista
released 10/31/06

Where did you get 6.14? - these versions are listed in the AMD site but not 6.14:

Catalyst 6.12 8.321 12/13/06
Catalyst 6.11 8.31 11/15/06
Catalyst 6.10 8.301 10/31/06

Catalyst 6.11 doesn't support Vista at all:

You're probably stuck with whatever graphics drivers Vista installs for it and not being able to use Catalyst.

If you install a 9500 or up card it's supported in Vista and by CCC.

The display drivers version is not the same as the Catalyst version.
I have an ATI AIW 9800 Pro on one computer and it's display drivers version is in Win XP Home.
I installed the drivers for it from the CD that came with the card, so they're fairly old. Doing that also installed a Control Panel, rather than CCC (Catalyst Control Center). A Control Panel is what ATI used to use before they came up with CCC instead. A Control Panel does not require a .Net Framework version be installed or be already present before installing the drivers - CCC does.

I also have a clone 9250 card, but it's not presently installed on a computer, and I don't have Vista yet.

You don't see the Catalyst version in Device Manager. You may see Catalyst in Control Panel - Add/Remove Programs if it managed to install.
You may also see a C:\ATI folder and a C:\ATI\Support folder with subfolders that have the install files for the display drivers and possibly Catalysyt, and in that case the first part of the version is often included in the name of that file.
