Sorry to double post but i know its common for newer GPUs to under clock themselves when not under any load but is there any programs that can monitor your clocks and log em to a file to make sure my GPU is performing max during gameplay?

The GTX 460 uses GDDR5 memory, which is quad pumped. 950*4 = 3800MHz

Don't worry about your GPU clocks. It will always run the core clock, shader clock, and memory clock at maximum speed when required.
