Question about GTTX 460 1GB SC Fan Speed.

Specs: Windows XP, 3 GHz / 2047 MB
When i do a EVGA OC Scanner - Stress Test for a bit the max temperature i see is about 80 C, with about 55-60 % fan speed never over that, my question is that my case is small and sort of crowded IS IT SAFE to turn the fan speed to 100% with EVGA Precision i read about other people that do it, and if i did will it always be going at 100% or only when it needs to because i would like to overclock just a tiny bit like 20MHz till i get something other then stock cooling, Thanks.

You went from a crappy 9500GT to a GTX 460, wasn't that enough of an improvement? Why do you need to overclock it at all? If you're only going to increase it 20MHz, there's not much point. And if you crank the fan up to 100%, it's probably gonna sound like there's a jet engine in the case. Why would you tear apart a new card to "improve" it in the 1st place? If you overclock the card, it will require even more juice. Did you get a decent power supply as was discussed in your earlier threads?
