Question 100% cpu AFTER formatting! HELP plee

Specs: Windows XP
Hi all, I have a dell e1505 2gb ram and it suddenly became extremely slow, tried everything then I went and formatted the whole thing. It's still very slow. important points:

- I downloaded hiren's boot cd and I run many cpu and memory test. Result: there is no problem!!!

- I've noticed that the pc is especially slow when it has something to do with anything that would appear on the screen. Things appear on the screen very slowly.

- I tried to copy paste some files that I want to save and the weird thing is that the transfer was as fast as it was before the problem!

Please help me. Can I still save my laptop? I'm a student and the idea of buying a new one makes my life miserable.

Thanks, I discovered that my fan is running at half the speed that it supposed to have. I'm gonna change the fan, however, I'm not sure that would solve the problem. Is it possible that one of my main parts got damaged because of the heat?
