Quad core pc runs slow

Specs: Windows 7, phenom 2/ 8gb
amd phenom 2 9650 2.3ghz- thermaltake 120mm cpu cooler
8gb of ddr2 ram
750gb boot hdd- hdd cooler 120mm
500gb spare hdd
ati radeon hd 5770 gpu
ultra 650w psu

This system is a build i got the mobo, cpu, ram and the hdd from an hp.
I have reformatted the hdd twice with win7, I find my constant problem is that when i get on my parents new dual core with only half my power of my pc that it runs twice as fast opening windows. My pc is just straight gaming i have no programs except the basic upgraded defrag, itunes which my music is on my external and my games which reside not on my boot drive but on my spare internal.
Why is it that with only the basic windows processes running my pc seems so slow? I download amd overdrive and tried the easy overclock feature and that got it running as fast as my parents dual core. I just find it a wee-bit ridiculous that my pc which should run lightning fast does not.

More cores doesn't necessarily make the system faster. It all depends on the CPU specs & the system specs as a whole. And your specs are incomplete:

- What's the make/model of the motherboard?
- What's a "phenom 2 9650"? You either have a Phenom 9650 (1st generation) at 2.3GHz or a Phenom II 965 @ 3.4GHz. There's a huge diference between the 2.
- 8GB DDR2? Is it 533, 667, 800, or 1066? For best performance, it should be DDR2-1066.
- are you running Win7 64-bit? If not, all that RAM is going to waste.
- are the HDDs SATA or IDE/PATA?
- do you have all the latest drivers installed?

Now list the detailed specs to your parents PC so that we can make a fair comparison.

Run the windows experience to see or other good test suite.

My ram runs at 800 mhz
My cpu is a 2.3 ghz phenom 9650
Win 7 64-bit
HDD's are sata
and everything is up to date
MY WEI comes in at all above 7 except for my hdd which registers a 5.9

Runs games fine but windows is just super slow for no reason
