psu voltage question

im sorry if this has already been answered but im a newb when it comes to psu. here goes, i've been monitoring the voltages of my psu recently and noticed that the 3.3v, 5.5v, and 12v all fluctuate slightly but in the -5% direction. there all well within the +/- 5% and everything works ( i.e. 3.2, 4.95, 11.50 ). my question is that because its lower does that mean the psu is having a hard time drawing enough current to the components? in other words too weak? most of the posts i have read in this forum deal with voltages that fluctuate higher not lower. i was just wondering if this was normal or not. thanks for any answers.

How many cards do you have installed? What type of psu is it? It might allow +/-10%.
Also, how are you monitoring your voltages?
Is your cpu overclocked?
Does your PC crash or freeze alot when it is booted up? Also, if you know how to access the bios you may have the option to tweak these settings but be careful, if unsure do some research on your motherboard and bios.

thanks a lot for all the comments guys. to answer some of your questions boni, my cpu is not overclocked and i'm reading my temperatures from bios. and for now my computer does not freeze or crash. i think johnoh is correct and im just thinking too much into it. i'll just leave it alone then. thanks again.
