PSU problem?

So before i got HD 4670 1 gb i had the
8400GS
256 mb and played some games as oblivion
almost on max on 1024x768,with my new card
i get a FPS around 20 around the max
settings!
lowering the resolution or the game settings
doesn't higher the FPS much AT ALL i also
have 3gb,c2d 2.2 ghz and a 350 W PSU,I'm
starting to think it's the PSU or the Video
card...(UPDATE I tried running FC2 whilst
there i can play it on high-veryhigh,and crappy
on other games,why?)

It's tough to help when you don't post your full specs in detail. Is it an OEM machine (Dell, Gateway, HP, etc) or a custom build? If it's a custome build, what's the make/model of the motherboard?

The HD4670 is a MUCH better card than the 8400GS. The 8400GS can't even be classified as a gaming card...it's very low end / entry level. Did you uninstall the nVidia drivers before installing the ATI card? And if your system originally had onboard graphics, did you disable them in the BIOS & return the shared RAM back to the system? You list the RAM as 3GB...hopefully it's 2 x 512MB + 2 x 1GB rather than 3 x 1GB?

There are other BIOS settings that should be tweaked as well. If you have an OEM system, the settings will be "crippled" to prevent too much tampering, but if you have a custom system, there are several performance tweaks that can be made.

Did you update the motherboard chipset drivers before installing the ATI Catalyst drivers? And which driver version did you install? Version 9.8 is the latest:

If you install the full suite, make sure you have Microsoft .NET framework installed 1st or the Control Center won't work.

i have installed the latest drivers package,i have removd all the
nvidia drivers and maps including PhysX,NET Framework 3.5
SP1 installed,What BIOS settings can be tweaked then?,AGAIN
i dont know how to install the motherboard drivers theres no .exe
file...,didn't get this part of your message though, And if your
