Hi
What are the symptoms of a failing powersupply? Also,
What are the symptoms of an over stressed powersupply?
General trouble shooting tell tail signs are what I am looking for.

unexpected System reboots, PS fan not spinning, audible noise(buzzing), %3 and or +5 volt monitor drifting or unstable. things like that but not enough to definitively say.

The real test is to load the supply with a 10 ohm 10 watt resister and examine the output with a Oscilloscope or voltmeter. The easiest method is swap it with a good one.
