A signal as generated inside your computer is made up of what exactly?I gather its carrier is 3 or 8 volts depending on make of computer but what exactly are the properties of this signal ,,is it just an intermittent electrical pulse made up of on/off binary digits?

You gathered wrong. Carriers only apply to data transmission.

It is varying electrical voltages that make up a binary signal - On or off. The actual voltages vary depending on whether you are using TTL or CMOS logic. TTL if 5 volts. CMOS can be between 3 volts and 15 volts.

But this only applies your computer. The data going down a telephone line or a network connection is completely different beyond the scope of this forum to explain.
