Promise HDD Controller

whenever i start the computer i get a message saying HDD Controller Failure! press F1 to resume. the HDD Controller is a Promise EIDE2300PLUS. i can format it and install dos and win 3.1 but when i restart it, it dont go to the dos command. i looked at the manufacturer's site and downloaded all i could for it. drivers for windows and dos along with 2 sets of PDF's. problem is i cant understand any of it. if i format the HDD and reset CMOS to defaults, can anyone help me make it work from there? the HDD is only 119mb. just curious, would it work in a pentium 3/ 500mhz machine so it would have up to 4 HDD's and 2 cd drives? not like i wanna do it though.

try plugging the hard drive into the other controller on the motherboard

there is no other controller. the promise is the only place to plug in the hdd's or cd rom drive, the floppy drive and it has a serial port and a parallel port. i dont need it anyway. i wanted to try this board cause the mouse wasnt working on the other board. but it dont work on this one either. thanks!
