Processor too hot? Can any help me

I have a question about my processor.

The big ol heatsink is very hot when I touch it. I know that it should get warm but this seems too hot for me. I have two fans in my system and I thought that was ok. I dont know the temp cause with a dell you cant use any type of monitoring software that I know of. I have heard this.

My applications like games or when I am in windows multitasking etc will get some what slower and a little choppy. Very noticeable in games.

Is there a test I can do to make sure my Processor is ok.....thanks

it is in the back with a shroud around it....it pulls air out.....

the other is in the front of case.....pulling in air. and I have a psu fan so I guess that is 3
