Problems With RAM Speeds

OS: Windows XP
CPU/Ram: P4 2.8Ghz,1.5Gb DDR400

Hi, i have a Pentium 4 Northwood 2.8Ghz hyperthreading, 800MHz FSB with 2x 256Mb PC3200 DDR Ram Modules(Dual Channel). I just purchased 2x 512Mb PC3200 DDR Ram Modules. when i run diagnostics on my ram it says that....
Slot #1 256MB is running at 200Mhz
Slot #2 512MB is running at **133Mhz**
Slot #3 256MB is running at 200Mhz
Slot #4 512MB is running at 200Mhz
why is slot 2 running at 133MHz?!?!
Any help or suggestions would be GREATLY appretiated. Thanks Guys.

now you're saying slot 2 is running at 166MHz (333), not 133MHz (266). Anyhow, I still don't think it's possible. Could be a glitch in your diagnostic software

I have tried moving the module to different slots, I have come to the conclusion that they sold me underclocked RAM. I am going to return it. When I do, i will tell you if that solved my problem or not.
