There's a lot of draw on the +12v rail with that config. Is the 350W PSU a good one? At least 18A on the +12v?

I remember having problems with one of these a couple of years ago I know there were a lot of issues with it, mainly due to drivers, but a couple I remember were that Syntax advised dropping the CPU frequency to its lower setting before installing drivers & then resetting the jumper once installed. The VIA chipset needed the BIOS updating & the VIA soundchip was incorrectly identified by Windows. May not all still be relevant but they're worth checking.

USBECHI.SYS is related to the chipset drivers. Go to viaarena.com & download the correct 4in1 driver for the KT266A chipset...make sure to read carefully, older chipsets do NOT use the latest drivers.
