Hi, Could somebody help me with a DELL Optiplex 170L? Although there is a primary and a secondary IDE interface with master and slave (4 IDE devices total), I can connect only 1 IDE device on the primary connector, being it a CD drive or a HD. Is it locked somehow?

To expand on the above comment. You need to have the Boot (Windows) hard drive) connected as the master drive on the primary channel.
There are two ways to do that. If you are using cable select then the Master drive will be the one on the end of the ribbon cable. If using Master and slave settings then you can connect the Master drive to either connector. If using cable select, BOTH drives on that cable MUST be jumpered as CS.
If by chance, you have a Western Digital brand hard drive then you need to make sure that drive is NOT jumpered as Master alone, if you are connecting a second drive to that cable.
There are some BIOS settings that you should check. The drive setup screen in the BIOS (setup) will have four lines for drives. Set ALL to Auto (detect). On another screen there should be an option to Enable/Disable the Primary and Secondary IDE controllers. Enable both.
