If you mean a CD-R disk, when it is blank - has no data on it yet - Windows can't recognize it, but CD burning software can.

The drive you insert the blank CD-R disk in must be able to burn CDs.
e.g. CD-Rom (only) drives can't burn CDs.

You haven't specfied your operating system.

XP has a simple built in CD burning program.

Or - you can use a more sophisticated third party CD burning program.
