Comment:

There is a problem when I am trying to boot up. The Dell logo pops up, but then on the next screen, it says "strike F1 to retry boot, or F2 to go to Setup Utility". When I press F1, it just prompts me again. Any thoughts would greatly help.

It brings me to the Setup Utility, although I'm unsure of what I need to change.

When I enter the setup utility, it says that primary drive 0 is the hard drive, and when I select it, it gives me the specs for the hard drive and everything.

possible that there may be a wrong setting in bios/setup. does it offer option of 'restore defaults' or 'instal fail safe settings' or something like that? chosing those might make it boot up ok next time,
but if you do chose either of those it might mean that any tweeks that had been made in the bios/setup to optimise performance may be lost.
Ideally write down all bios/setup settings before you change anything, but that can be a long job.

First - if you can, ID the drive either by searching the 'net with info found in BIOS, or open the case and look at the drive's label.

Then go to the drive manufacturer's web site and download the diagnostic utility. Usually need to boot from a floppy or for some, a CD.

If the drive tests ok, then IF there was an operating system on it, it may have been corrupted.

A little history wouldn't hurt - did it ever work properly?
