my printer is epson lx300+II, when i switch on the printer all lights were blinking even I push the cancel button it didnt response what should i do?

You have to find the meaning of the blinking lights. First check for paper jams/misfeeds.

i have check the paper jam and press the cancel and paper feeds but still theres no response

Check the paper switch, check for head and transport binding,
paper fragments in switches.

There's a good chance the printer has a logic board that's fried, which means you would have to replace the board. It would probably be less expensive just to replace the printer. (I would check with Epson to verify the problem, based on the flashing light pattern you see.)
