Print job won't cancel!!!

When sending jobs to a network printer; often it 'gets confused' and stops responding. the printer queue lists the current jobs but when canceling or deleting - nothing happens... and the jobs remain on the list but still fail to print.
this happens on my small network, on my friends computers and at work. is this fault on behalf on the printer or Windows?
