Primary IDE Channel Not Working

CPU/Ram: PII 266MHZ 64 MB Ram

I have an old computer and I am trying to install a CD-RW. I have never taken this computer apart before. I discovered that the manufacturer had installed the hard drive as secondary master and the CD-ROM as slave. I tried moving the HD and CD-ROM to master, but then the BIOS would not autodetect. I tried a number of other configurations and I think the primary IDE channel is somehow disabled or broken. Any suggestions?

Have you been into the bios to check if it is diabled

Yes, it seems to be enabled and the cables all seem to be connected.
