power supply fans

I have a dell Optiplex and the fan on the power supply seems to work off and on. It will spin for a while but then it will slow down and sometimes stop. Then it will come back on. Is this normal?? I have swapped out power supplies but they both do this. Anyone have any suggestions to offer??

Some power supplies control the PS fan's speed or toggle it off/on, according to the temperature inside the PS. If both of them do the same thing, it's likely that's your situation.

But I don't think it's right becuase it eventually shuts down and all that's on is the yellow power button and I have to hold it down to completly shut off the computer and then turn it back on and it shuts off again.
