I have a dell Optiplex and the fan on the power supply seems to work off and on. It will spin for a while but then it will slow down and sometimes stop. Then it will come back on. Is this normal?? I have swapped out power supplies but they both do this.
Anyone have any suggestions to offer??

Some power supplies control the PS fan's speed or toggle it off/on, according to the temperature inside the PS. If both of them do the same thing, it's likely that's your situation.

Thanks...

But I don't think it's right becuase it eventually shuts down and all that's on is the yellow power button and I have to hold it down to completly shut off the computer and then turn it back on and it shuts off again.

Try disconnecting all the power plugs except the one to the motherboard.
