power supply blinking light

I'm trying to revive a PC for someone, and it appears to possibly be a power supply problem. The light blinks when plugged in, and the PC will not boot. I unplugged the PS from every component, including the MBoard, and the light burns steady. If I plug back into the MBoard, it blinks again. Is this the PS or MB?
Definity PSU i would change it as soon as you can. basically what is happening, when you unplug everythng there isnt much of a draw on power so the light remains steady, but when you plud devices in there is a draw and the PSU cannot deliver as it is damaged.

Thanks for the replies! I do not have any sort of meter to check it. I had one, but let someone borrow it, and well, you know how that story ends.
