Power problem / pc doesn't start

Before going away for 2 weeks I turned off my pc and removed all plugs from the power sockets. When I came home, plugged everything back in and tried to start my pc, it would not start.
When I turn on the I/O switch on the back of the power supply all fans (cpu, graphics and powers supply) turn on and continue to turn even without pressing the front power switch.
When I try to turn on the pc using the front power switch nothing happens except the fans continue to turn.

Does anyone have any ideas about why the fans start when turning on the switch at the back and why there no activity from anything else when I try to turn it on at the front?

It seems to be a power supply problem but if this is the case im unsure why the fans are receiving power but nothing else is. I have tried shorting the power pins in case it was a faulty switch but this does not work.

Any help is appreciated. Thanks!

Do you have an adsl modem/router? If so was that still connected? Do you have dial tone?

Try a PSU reset as follows. Unplug the AC cord from the rear of the machine. Hold the Power button on the front of the machine on for about 15 seconds. Plug in the AC cable,be sure AC is on at rear of machine then press power on button. Hope this helps.
I recently had that exact same symptom and, ugh,it turned out to be a mobo problem. I still don't know why.

If you find you're going 'round in circles, perhaps you're cutting corners.
