Power outage stopped Vista Startup repair

Specs: Windows Vista
while trying to run Start up Repair on my aspire 5532 series laptop I had a power outage and the repair was not finish.When I turned on computer again it tried to reboot but it gives me an error that it is trying to configure and asked that I restart the laptop. When I shut down and restart it keeps giving me the same error trying to configure restart computer to configure and it goes not further. What to do?

Let's assume that the computer is still bootable and nothing have been frayed as a result of the power outage, the only thing you can do is reinstall Vista. The power outage may have corrupted the engine that drives Windows startuo repair.
