Power outage. Fried NIC?

Yesterday we had a storm and the power went out. I restarted my computer and it cannot connect to the internet. It is able to ping sites fine from cmd. I tried everything from changing cables, ports on the router, rebooting everything (router, computer, modem), reinstalling drivers for the card, restoring to a previous date, and restarting with minimal drivers installed. It says in network places that it is connected. Is it possible that my ethernet card could have fried? At this point, I am not sure if I should try to go with a new card or reformat? Thanks for any ideas :)

If you're able to ping sites on the web from a command prompt window then your NIC is not likely to be the problem as proper ping replies tell you it is in fact working.
When you try to connect to the web with your browser what kind of error message(s) are you getting? Copy and paste any in here so we can see them and use them to evaluate where your problem may be.

There aren't any out of the ordinary error messages. Just the normal messages you get when you try to connect when your connection is down. Page cannot be displayed, mail server hangs, AIM and MSN messengers will not sign on, etc.
