Power light flashing, won't boot

Specs: WindowsXP, 512

I have a ups and today my power went out, the pc cut off before I could shut it down and now my pc won't boot and the power light on the front of the computer blinks. The processor fan spins slowly, the ram light is green as usual. I greatly appreciate any help I can get. TIA

Remove all PCI cards and try again.

I removed them all and still the same thing. If it helps, the computer doesn't do anything for about 20 seconds then the light on the front starts blinking and the fan starts to spin. The light on the ram comes on immediately, but as I stated nothing else happens for 20 seconds or so. I have an agp graphics card in it too, should I take that out also? TIA

I also removed the graphics card and the ram and boot. Still does the same thing, no beep errors which seems weird.

Have another PSU to swap in it?

If you still have it connected to the UPS box, remove it and try plugging directly into the wall outlet.

I tried it without the ups and no luck and I don't know what a psu is. Thanx for all the help, it is greatly appreciated.

It WAS the freaking PSU. I had to think about what that meant at first, luckily I had one from my old pc that was barely used. Thanx for all the help, if anyone could, explain to me how that could have happened. Glad I didn't order a new motherboard like I was about to do :o) Thanx again to all of you who helped.
