Hi,
I wish to know whether a PC consumes less
power when running a text mode OS like DOS or
linux (without GUI), than when running a
grphical OS suchas Window$i've switched to Linux!

There will be a slight difference in the power used by the graphics card when displaying plain text as apposed to a GUI but the difference will be so small as to be negligable.
The power consumption will increase appreciably when displaying a moving graphics image such as a video game or streaming video.

A modern PC would use more power running DOS than it would under Windows. Unlike modern versions of Windows, DOS will not tell the CPU to idle when it isn't being used. So unless the BIOS is able to halt the CPU outside of Windows, DOS will consume more energy.
The creme de la creme of Socket 939:
Opty 185 @ 3.2GHz
SLIed GTS-640s both flashed to 625/1458/1950
4GB PC3200
Blu-Ray/HD-DVD, X-Fi
A8N32-SLI Deluxe
DIY 1080p projector

In my opinion if you had a CRT it would use more energy if you had a normal modern GUI running. An LCD monitor would be difficult to determine as the light is on at all times, the switches are used more in the gui.
While I agree about the hlt in dos, linux doesn't suffer that. There would be only a very slight advantage to the command line as it could under some conditions use less power. In many servers that run linux/unix/solaris/ect they normally only use a command line and under heavy use they can draw as much as any use.
All things, I'd guess a command line does use less."Best Practices", Event viewer, host file, perfmon, are in my top 10
