having trouble finding in the bios where it says what cpu speed it is ruuning at i have an intel p 4 cpu on my newer machine i can find it just like that yet this one appears to be much harder to find i can find everything else but

That info isn't necessarily shown in the bios pages.
Try RIGHT clicking on My Computer in Windows - select Properties. The cpu speed is often shown there.
If that shows you just the AMD cpu model number, try looking at System Information (e.g. Start - Run - type: msinfo32 (enter). The speed should be at the end of the Processor line on the first page you see on the right.
If that shows you just the AMD cpu model number, search the web using the model number - some "hits" will mention the mhz that model runs at.
AMD does not emphasive the mhz their cpu's run at because most AMD cpu's are much more efficient that Intel cpu's, and comparing AMD vs. Intel cpu's by just the mhz they run at has not been a valid way of comparing them since Intel's P4's came out.

Mean like b4 ive setup windows me thinks me processor isnt running at full speed to install windows as it seems to take 4eva think its running at 800mz or somet when it should be running at 1.8gz

Do you have an operating system installed?
When you say you've 'setup windows me thinks me processor. . . ' do you mean you've attempted to install windows ME or is it just bad grammar?
If you don't have an OS installed and you want to determine the processor speed you should probably consult the motherboard manual.

If your mboard is fairly recent, and it's bios recognizes your particular cpu, usually every setting it gives the cpu is correct.
The only mistakes I've seen in a recent bios are it may set the bus speed slower than it should be for the cpu, or both the speed for the ram and the bus slower than it should be.
The multiplier is usually locked to what is the proper setting for the cpu by default - in some bioses you can use custom settings to change that setting.Windows will not run the hard drives at the speed they are capable of until Setup has been run, and after that, the proper mboard drivers have been loaded for the mboard.

post loads that fast cannot catch it but found it and is running at right speed
