PCMCIA to IDE Adapter

Specs: Windows XP Pro
I am building a computer for a friend. He wants it to have a PCMCIA card reader to read data cards from his in tractor farm computers. I bought a PCMCIA card reader to IDE on ebay thinking it should be a breeze to install, however, it has a full forty pins for the IDE connection and nowhere to put a power supply. My motherboard supports IDE, but has the pin missing (which I understand is probably OK). How does the device get power? is more needed here than just the cable to connect the device to the motherboard?

Better get the owners manual for that before you destroy his farm equipment.
