pci-e dead or videocard?

Turned on computer one day and got a windows message that the system could not be started and gave the option to start normally or use vistas start up repair.

The normal boot results in a BSOD, while the repair cycle continues to restart and attempt to fix the problem upon the restart.

Also my bios screen looks like...

I've reset bios, uninstalled videocard drivers and nothing has gotten me to log onto windows unless i'm in safe mode. On board video works fine.

Any ideas?
