pci-e dead or videocard?

Turned on computer one day and got a windows message that the system could not be started and gave the option to start normally or use vistas start up repair. The normal boot results in a BSOD, while the repair cycle continues to restart and attempt to fix the problem upon the restart. Also my bios screen looks like... when bios looks like this you know u got a prob! http://img121.imageshack.us/img121/... I've reset bios, uninstalled videocard drivers and nothing has gotten me to log onto windows unless i'm in safe mode. On board video works fine. Any ideas?
