I am having issues with PCI video cards with Intel 82810AA motherboard ... PCI card requires 250W of power but this computer I am currently using is 100W ... DO I NEED TO GET 250W Power to get that card working?

The 82810aa is one of the controller chips on Intel motherboards with the 810 chipset. On something that old you shouldn't have any problem running a regular, ordinary, everyday PCI video card. So what kind of card(s) are you having problems with?
If your motherboard has on-board video and you're trying to add a PCI card you should check the motherboard manual to see if there's a particular way to go about that.
If it turns out you actually need more power, well, you'll need to get a higher wattage power supply.
